Scope of Services

  • The contractor is responsible for providing comprehensive pharmacy services, including:
  • Dispensing Services: Dispensing drugs listed in the Designated Drug List or Community Drug Formulary to programme patients.
  • Value-Added Services (VAS): Both standard and non-standard services that enhance patient care, such as clinical documentation and counseling.
  • IT Integration: Interfacing the pharmacy’s internal system with the Government IT Platform (built on eHealth) for secure data sharing.

Service Provider Requirements

  • Premises: The pharmacy must be a registered “Authorized Seller of Poisons” under the Pharmacy and Poisons Ordinance.
  • Staffing:
    • Community Pharmacist: A registered pharmacist must be employed to provide the services.
    • Key Personnel: Must include a Project Leader and a Lead Pharmacist for clinical supervision and management.
  • Financial & Professional Standing: Tenderers must provide audited financial accounts, a project management plan, and evidence of experience in healthcare-related services.

Tender Submission and Evaluation

  • Submission Format: Tenders can be submitted via paper or the electronic tendering platform (e-TS).
  • Evaluation Criteria: Tenders are assessed based on a Marking Scheme that includes a Technical Proposal (e.g., operation plan, quality assurance, innovative suggestions) and a Price Proposal (dispensing service fees).
  • Contract Deposit: Successful bidders are required to pay a contract deposit or provide a banker’s guarantee.

Evaluation

The evaluation follows a formal Marking Scheme (set out in Annexes D and E of the Terms of Tender) that separately assesses the technical and price components.

Evaluation Approach

  • Submission – A two-envelope approach with a technical to price weighting of 60% : 40%
  • Stage 1 – Completeness Check
  • Stage 2 – Assessment of Compliance with Essential Requirements
  • Stage 3 – Technical Assessment
  • Stage 4 – Price Assessment
  • Stage 5 – Calculation of Combined Score

Technical Proposal (Stage 3 Assessment):

  • Operation Plan: Evaluates the establishment of services, manpower arrangements, and clinical dispensing procedures.
  • Value-added Services: Marks are awarded for the effectiveness and practicality of plans for Standard and Non-standard VAS.
  • Innovative Suggestions: Pro-innovation proposals that enhance efficiency (e.g., technological solutions) can earn additional marks under Assessment Criterion.
  • Experience and Qualifications: Assessment of the professional standing and experience of the tenderer and their key personnel

Price Proposal (Stage 4 Assessment)

  • Dispensing Service Fee: Tenderers must quote a fee per “Chargeable Unit” (one drug entity dispensed for up to four weeks)
  • Estimated Service Price: This is calculated by multiplying the quoted fee by the “Estimated No. of Chargeable Units for 3 years
